The Cardano Foundation has partnered with Brazil’s federal data processing service, SERPRO, in a bid to integrate blockchain technology into public administration, the organizations announced Thursday. The collaboration marks a milestone in the country’s digital transformation efforts, aiming to enhance transparency and efficiency in government services.
SERPRO, Brazil’s largest state-owned IT company, provides technology solutions for the federal government, managing over 750 digital services and processing billions of transactions annually. The partnership will focus on blockchain education and infrastructure development, with training programs for thousands of public sector employees.
Blockchain Education and Integration
A key component of the initiative is the launch of the Cardano Academy, a blockchain education program designed for SERPRO’s workforce of 8,000 employees, including 2,000 developers. The program will offer masterclasses, technical training, and certification opportunities to enhance expertise in blockchain applications for public services.
SERPRO’s leadership emphasized that blockchain is a strategic tool for securing government data, reducing fraud, and increasing administrative efficiency. The partnership is the agency’s first with an international entity focused on blockchain education.
Brazil’s Digital Government Push
Brazil ranks among the top countries in digital public services, with its gov.br platform serving as the world’s largest digital government platform. The country’s government has been expanding its use of blockchain to enhance data integrity and decentralization in state operations.
Rafael Fraga, Cardano Foundation’s Latin America business development lead, said the partnership builds on earlier collaborations, including one with the state-run oil company Petrobras. “This further strengthens our presence in Brazil and highlights blockchain’s potential in transforming public services,” Fraga said.
SERPRO Director-President Alexandre Gonçalves de Amorim called the initiative a major step in public-sector innovation. “By combining SERPRO’s expertise with Cardano’s blockchain infrastructure, we’re positioning Brazil at the forefront of digital government transformation,” he said.
The partnership comes as Brazil continues efforts to modernize its administrative processes through emerging technologies. With blockchain integration and workforce education at its core, the collaboration aims to reinforce the country’s position as a global leader in digital governance.
